The Successor Agency to the San Bruno Redevelopment Agency was created to administer the dissolution and wind down of the former Redevelopment Agency (former RDA), which was dissolved by statute on February 1, 2012. All assets, properties, contracts, and records of the former RDA were transferred to the Successor Agency for administration. An Oversight Board was established to review and approve the actions of the Successor Agency.
The ROPS details the enforceable obligations of the Successor Agency, pursuant to Health and Safety Code Section 34169. The Successor Agency must present the ROPS to the Oversight Board for approval. On September 13, 2011, the former RDA adopted a resolution approving the initial EOPS covering debt, projects and staffing from the period of August through December, 2011. On January 24, 2012, prior to its dissolution, the former RDA adopted an amendment to the EOPS in order for the former RDA and the City, as Successor Agency, to continue making payments on enforceable obligations of the RDA from January through June 2012, pursuant to Health and Safety Code Section 34169.

The former RDA owned one property located at 470 San Mateo Avenue in the City’s downtown, which was used as a pocket park since 2009. Pursuant to Health and Safety Code section 34191.5, the Successor Agency prepared a Long-Range Property Management Plan (LRPMP), which was approved by the Oversight Board and the California Department of Finance (DOF). Pursuant to the LRPMP, the property has been transferred from the Successor Agency to the City for a "governmental purpose", which is defined to include parks (Health & Safety Code Section 34181(a)).
On January 13, 2012, the City elected to retain the housing assets and functions previously performed by the former RDA. Unlike the Successor Agency to the former RDA, as the Housing Successor, the City will act in its own capacity relative to the former housing functions of the former RDA. The RDA's final Five Year Implementation Plan for FY 2009-10 through 2013-14 provides information regarding the former RDA's efforts to increase and improve housing affordable to very low, low, and moderate income households.
The San Bruno City Council serves as the governing board of the Successor Agency, which is a legally separate unit of local government. The Successor Agency meets on an as-needed basis on the second and fourth Tuesday of each month in joint meetings with the City Council. City Council/ Successor Agency meetings start at 7:00 p.m. and are televised live on Cable Channel 1 from the San Bruno Senior Center, 1555 Crystal Springs Road.
