San Bruno's 2015 to 2023 Housing Element was adopted by the City Council on April 14, 2015 and certified by the California Department of Housing and Community Development (HCD) July 30, 2015.
Legal Requirements
The State of California requires every jurisdiction in the state to adopt a housing element as part of the general plan for the physical development of the jurisdiction. The Housing Element is a policy-level document providing direction for the implementation of various programs to meet the existing and projected housing needs of all economic segments of the community, and to encourage the production of housing units for all income levels. Housing elements are a legal obligation to implement the State's goal for "decent housing and a suitable living environment for every California family," which is critical to the State's long-term economic competitiveness.
Regional Housing Needs Allocation (RHNA)
Between 2014 and 2022, San Bruno is required to plan for a total of 1,155 housing units affordable at a range of income levels. This number is referred to as the City's RHNA, and the Housing Element identifies opportunity sites to meet the City's RHNA. These opportunity sites represent parcels with appropriate zoning and sufficient capacity to accommodate new housing development in the future. San Bruno's allocation was determined through the 21 Elements sub-regional RHNA process for San Mateo County, which is a partnership of all 20 San Mateo County cities and the county to determine each locality's fair share allocation.
